There are two parts to the application process, one at the municipal level under the Planning Act and one at the provincial level under the Aggregate Resources Act (ARA). The two parts usually run concurrently.

PART 1: TOWN OF CALEDON
PLANNING ACT: Official Plan Amendment and Zoning By-law Amendment Application

Completed:

  • VC/CBM St Marys completed pre-consultation with Town of Caledon, Region of Peel and Credit Valley Conservation
  • Company submitted application to the Town, including Official Plan AmendmentZoning By-law Amendment and numerous Reports
  • Town circulated application for review by departments and agencies

  • 2023 April: Residents and other interested parties submitted comments, concerns and issues to the Town Planning Department
  • 2023 April: Region of Peel submitted Comments 
  • 2023 May: Credit Valley Conservation (CVC) submitted Comments 
  • 2023 June: Statutory Public Meeting held 
  • Town hired subject matter experts to peer review the submitted company reports

In Progress (as of August 2025):

  • Town staff reviews all information and prepares report with recommendation to approve or deny
  • Company works to address comments and resolve issues
  • Town has committed to a second public meeting once application has been thoroughly reviewed 
  • Council makes a decision for or against approving the application
  • Within 20 days of this decision, parties can appeal the decision to the Ontario Land Tribunal (OLT)

 

PART 2: ONTARIO MINISTRY OF NATURAL RESOURCES (MNR)
AGGREGATE RESOURCES ACT: License Application

Completed:

  • VC/CBM St Marys completed pre-consultation with MNR
  • 2023 Spring: company submitted application to MNR

  • 2023 Sept: company initiated notification and consultation process, with numerous revised Reports

    2023 November:
  • The municipality and interested parties such as residents had 60 days (Nov 21, 2023) to submit comments and objections
  • The Town of Caledon submitted an Objection Letter 
  • CVC submitted Comments
  • We submitted this Objection Letter 
  • Over 1,600 of our supporters also submitted Objection Letters - thank you!

  • 2024 Jan: MNRF sent the company Objections/Comments
  • 2025 Mar: some updated reports were prepared by CBM
  • 2025 May: more updated reports submitted by CBM
  • 2025 June: CBM responded to Objection letter concerns and residents advised as to whether they were satisifed or not with the reponses

In Progress (as of August 2025):

  • MNR makes a decision on the application
  • if there are unresolved objections, the MNR refers the application to the OLT, likely in mid/late 2026
  • getting a hearing at the OLT is currently taking 6 months or longer
